Revitalizing Japanese Hemp
The ASACON 2019 conference is the first step in “The Campaign to Re-Open Japan for Hemp” and Japan’s first international conference about the hemp business on a full scale. We invite hemp international companies and prominent hemp researchers to join us for this special event which aims to introduce hemp products to the promising market in Japan, which is ripe for imports.

Hemp & Japan
Hemp in Japan has been cultivated throughout the country from more than 10,000 years as a crop that helps people’s lives. In Hokkaido, the government encouraged hemp and flax cultivation during the Meiji period, and there were more than 80 hemp-spinning factories all over the country.
However, in 1948 after the World War II, the Cannabis Control Act was enacted, and hemp cultivation was restricted. Moreover, because of the spread of chemical fibers, the demand for hemp decreased sharply, and now the cultivation area is only 10-odd hectares for a Shinto ritual or traditional hemp fabric. We are aiming at the revival of Hemp that used to be cultivated on a large scale in Hokkaido and the material of the modern hemp spinning industry.
In the Edo period, from the early 17th century to the middle 19th century, Japan had been isolated from the world except for China and Holland. Nowadays, Japan is still isolated for hemp. Export and Import policies of the Japanese Government are too strict for hemp business and research. For example, we can’t import any French hemp seed varieties, and hemp cannot be exported from Japan.
Hokkaido Industrial Hemp Association (HIHA) is an organization that aims at deepening understanding by appealing the citizens of Hokkaido for usefulness of industrial hemp in Hokkaido and creating hemp cultivation and new hemp-related industry. Established in August 2013, it has now 70 members mainly consisting of individuals, companies and organizations that are understanding of promoting public awareness and the development of hemp industry. Raising public awareness and carrying out test growing, research and development, overseas study tour etc., HIHA is the only associate member of EIHA (European Industrial Hemp Association) in Japan.
