Costa Rican President Carlos Alvarado is expected to soon sign a bill authorizing hemp production and a medical marijuana program. Alvarado partially vetoed the law last month, sending it back to the legislature, which re-approved the measure Monday, March 1. Legislators from Costa Rica’s ruling party and several opposition groups backed the bill, which they said can boost the country’s economy and reduce illicit drug trade.
